2025 Contract Period Erasmus Staff Mobility for Study Mobility Applications

Minimum Requirements for Participation in Study Mobility

The staff wishing to carry out staff mobility must be employed full/part-time in a higher education institution with ECHE in Turkey and must be actually working in the institution. For the staff employed in the higher education institution, the staff who have an employment contract with the higher education institution can benefit from the activities. Personnel who are employed in another higher education institution on a contractual basis can apply for mobility in the institution where they are actually working, not in the institution where they are employed. Since there is no contract between the personnel employed in the higher education institution through service procurement and the higher education institution, these persons cannot benefit from personnel mobility.

Destination Institution

Within the scope of staff mobility for receiving training, it is possible for the staff employed at Balıkesir University to go to a higher education institution or an enterprise with ECHE to receive training. The enterprise to be trained may be an education centre, research centre, higher education institution or any other institution that meets the definition of enterprise.

Duration of the Activity

The duration of the training mobility activity can be carried out for a minimum of 2 working days and a maximum of 2 months, and is planned as 3+2 (3 days activity, 2 days travelling) for a total of 5 days for the 2025 contract period. In cases where it is seen in the participation certificate that the beneficiary has carried out the activity for less than 2 days, the activity is considered invalid.

Online Application and Documents

Those who want to benefit from the Mobility to Study within the framework of the Erasmus + Programme must apply online until 31 October 2025. (The system will close at 23:59 on 30 October 2025. Our institution is not responsible for any problems that may occur in the system. It is recommended not to leave your applications to the last day)

The announcement, application and selection procedures of Erasmus + Higher Education Staff Mobility of Higher Education Institutions must be carried out through TURNA Portal (https://turnaportal.ua.gov.tr) in accordance with the letter of the Presidency of the Council of Higher Education dated 22.02.2022 and numbered 12994.

The documents to be attached to the application are specified below and it is mandatory to use the current documents on our website. Documents from previous years are not valid:

Invitation Letter: It is an invitation letter (Acceptance Letter) from the authority of the institution/company where the staff member is accepted and must be uploaded to the online application system during the application.

Foreign language certificate (ÜDS/KPDS/TOEFL/YDS, etc. a valid language certificate): If available, it must be uploaded to the online application system during the application.

Business plan for mobility for training (Mobility Agreement for Training): There must be a business plan approved by both the sending and the host institution/business and signed by both parties and this business plan (scanned copy) must be uploaded to the online application system during the application.

The provisional list of election results will be announced on the web page of the International Relations Research and Application Centre on 5 November 2025. The announcement of the final results will be made on 11 November 2025.

The evaluation will be carried out by a selection commission appointed by the Rectorate with an 'official assignment'. The evaluation criteria have been determined by the commission taking into account the framework set out in the Application Handbook V. 2025. The criteria are given below.

Grants

The grant given to the staff benefiting from the staff mobility is in the nature of a contribution; the grant is not intended to cover all the expenses related to the period spent abroad. The daily allowance amounts to be given to the staff who will benefit from the staff mobility activity have been determined by the National Agency as follows, taking into account the living standards of the countries:

Requesting staff can benefit from the activity by waiving the Erasmus+ staff mobility grant.

 

 Number of quotas:

Within the framework of the grant amount provided by the National Agency to our university for the 2025 contract period, a quota of 12 people (may vary depending on the countries of destination) has been determined for the mobility to receive education.

 

Challenging Election Results:

Personnel who want to object to the announced election results can apply to Balıkesir University International Relations Research and Application Centre Directorate with a petition within 3 days from the date of the provisional list announcement. The objection applications will be evaluated by the election commission and the personnel will be informed.

Note: When evaluating, points are added and subtracted from the base score.

 

In case of equality of scores;


1- Administrative personnel, disabled personnel, veteran personnel and personnel who are relatives of martyrs and veterans,

2- Personnel who have administrative duties in their departments and units,

3- Personnel who have worked in EU projects (provided that it is documented),

4- Personnel with a longer service period at Balıkesir University,

5- For staff who prefer the country where less mobility has been carried out within the programme,

6- To the younger staff,

priority is given.



 

* In order to ensure equality of opportunity, equality in the number of beneficiaries between academic and administrative staff will be observed in the selections, and our coordinatorship reserves the right to make changes if deemed necessary.

* In the selection process, the Institute / Faculty / School that has carried out less mobility in terms of the number of mobility will be prioritised.

* Candidates' business plans must be suitable for their department. If the mobility agreement is not clear and detailed, their applications will be invalid.

* Candidates can benefit from only one of the two mobility types in the same semester.

Those who are under judicial or administrative investigation cannot benefit from mobility.

The higher education institution has the right to make changes in the evaluation criteria if it deems necessary.


The above criteria will be taken as basis by the evaluation commission in the evaluation of Erasmus+ Staff Mobility candidate applications.

 

            The Erasmus+ Programme encourages the participation of participants with limited means. A person with limited means is a potential participant whose personal physical, mental or health condition does not allow him/her to participate in the project/mobility activity without additional financial support.
