ORHUN EXCHANGE PROGRAMME
The Organisation of Turkic States (Turkic Council) student and academic staff exchange programme is carried out under protocols to be signed between members of the Union of Turkic Universities.
All academic staff employed at higher education institutions that have signed the Exchange Programme Protocol are eligible to participate in this mobility scheme. This mobility scheme covers teaching activities carried out by academic staff employed at one higher education institution at another higher education institution.
The duration of staff mobility at Balıkesir University shall be one week, limited to a single occasion per academic year.
The academic activities undertaken by academic staff as part of the mobility scheme must not amount to fewer than six hours per week. When calculating the hours of activities carried out by academic staff, teaching hours are taken as the basis. If teaching hours do not amount to six hours per week, academic activities such as seminars, panels or conferences are also taken into account. Mobility plans for academic staff that do not include teaching activities cannot be assessed under the Exchange Programme and are not eligible for exchange.
Countries eligible for the Orhun Exchange Programme:
An exchange programme will be organised with selected higher education institutions in Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, the Turkish Republic of Northern Cyprus and Hungary as part of the Orhun Programme. Click here for a list of higher education institutions.

Financial Obligations:
The employment rights of academic staff participating in the Orhun Exchange Programme remain with our university. Travel expenses and a week’s daily allowance for the academic staff to be seconded are paid by the university.
Note: The academic staff member will be responsible for covering their own travel expenses. As other expenses, such as accommodation and meals, vary depending on the host institution, the facilities offered by the host university must be carefully reviewed. Otherwise, the academic staff member will also be responsible for covering these expenses.
Assessment: In the exchange programme, priority is given to applications from academic staff who have not previously participated in academic exchange activities.
The Faculty Mobility Plan is prepared by the academic staff member participating in the programme. This Plan sets out in detail the activities to be undertaken by the academic staff member. The Plan is approved by the governing bodies of the academic staff member’s home institution and the relevant academic unit of the host institution. The Academic Staff Mobility Plan must be submitted to the Exchange Programme coordination offices of the host higher education institution at least 15 days prior to the start of the programme. In this Plan, priority is given to specific circumstances such as the language of instruction at the host higher education institution, the language in which the academic staff will deliver their lectures, and their proficiency level in that language.
Academic staff who have been selected to participate in the exchange programme but fail to take part without a valid reason may not apply to participate in the programme again for a period of three years.
Please note: Academic staff whose applications have been accepted must submit all required documents to the Turkish World Mobility Coordination Office on the 5th floor of the Rectorate Building by 24 March 2026, either in person or by post. Delays in the post will not be accepted.
